Chris Horner not in the Astana Tour team

What am I missing here..... Chris goes training with Lance and Levi in Aspen...plays the ultimate ( as always ) team player in Nevada City and gets excluded from Le Tour de France...... is there still a question to his fitness after what has happened this Spring?????????..... I bet Cadel Evans would be jumping at the chance to get his old team mate back... Silence didn't want to pay him beans.....
