Er no. In-competition means while competing. Dropping out therefore is no longer in-competition. They cannot get a TUE in-competition.

Whereas Froome can get the TUE and continue competing and win the race.

I've just read the rules. They can have prednisolone in competition even if they are members of the MPCC. The only seemingly applicable rules are:

"intra-articular corticosteroid injections have to be validated by the team doctor, who will prescribe eight days off-race."

This doesn't apply as it is a tablet.

"In the event of collapsing cortisol levels, eight rest days are to be prescribed (waiting for normal blood tests results)"

Again, not applicable.

Yep my bad. From what I read recently it sounded like corticosteroid IC was not allowed / they had to take a break, but no, it's only injections according to the rules.

The thing I read was a doctor from Shimano (?) saying he wouldn't have let his rider race.

I would say Galibier 2011 was worse. Or Ventoux last year.

Nor does Human = clean. It just means "within" theoretical human limits. Very few people in history should be at the top of that scale, if you accept that it's accurate.
