Does anyone manufacture winter shoes?

After putting on over shoes all winter (southern hemisphere) I noticed recently that even cross riders wear normal road shoes. Does anyone make a set of winter shoes that dont have mesh holes and instead have a waterproof elastic cuff around the ankle? It seems to me with all the commuters/cross/road riders who ride over winter there would be a decent market for a quality product rather than buying ineffective overshoes.

There's also a thread on winter shoes from late last year. The Lake winter boots seemed to be very popular
