4: assisting, encouraging, aiding, abetting, covering up, and other complicity
5: agravating circumstances
"With respect to Mr Bruyneel, numerous riders will testify that Mr Bruyneel gave to them and/or encouraged them to use doping products and/or prohibited methods, including EPO, blood transfusions, testosterone, hGH, and cortisone during
the period from 1999 through 2007.
Riders and other witnesses will also testify that Bruyneel worked actively to conceal rule violations by himself and others through the period from 1999 through the present"

This appears as a very serious list of allegations.
Is this new territory - ie an Anti-Doping authority going after a DS/manager and team doctors?
Hog has stepped down from TDF duties.
Did the team executive management issue the directive to step down and let him spin the announcement?
If he did go to the TDF, would some French tifosi hurl rotten tomatoes at him?
Behind the scenes, is there a possibility he will still be pulling the strings at the TDF?
Will major sponsors insist he be released or will they turn a blind eye?
