HGH is known to improve vision by strengthening the muscles and tissues that contract the pupils...definitely something refs need.

Meanwhile, FIFA need to test this guy for same:

It makes perfect sense by itself. The refs have to pass some physical tests to prove they're fit enough, and being a ref at the top level is a lucrative profession.

Of course, when you don't really test the players, testing the refs is silly, but hey.
