What are the MPCC auto-supension rules?

They had 3 riders positive for fenoterol less than 2 years ago, in late June 2013, (http://www.cyclingnews.com/news/rusvelo-face-four-week-suspension-after-three-positives-for-asthma-drug) Before that Kaykov was popped for GW1516 on 17 March 2013.

Ignatenko's positive was from 8 April 2015.

– Rusvelo will have to suspend itself for four weeks if one of its riders violate anti doping rules before March 17th, 2015. http://cyclingtips.com.au/2014/12/mpcc-states-that-six-member-teams-face-auto-suspensions-if-repeat-doping-cases-occur/
 
They also let two riders (Kovalev brothers) go in 2013 after they were caught riding during their last self-suspension.

CASE 1:

Two positive anti-doping test results 1 and / or abnormal blood test results 2 (excluding penalties for no-show and / or failure to inform the AMA). And/or formal UCI decisions for cases included in the positive test results under the rules herein
An 8-day team AUTO-SUSPENSION as of the acknowledgement of the second positive test result or similar cases according to the rules herein. Self-suspension will begin on the first day of the next World Tour race calendar, with the exception of the three Grand Tours.

CASE 2:
Within the last 24 months (according to the control dates). Three positive anti-doping test results and / or abnormal blood test results (excluding penalties for no-show and / or not informing the AMA) and/or formal UCI decisions for cases included in positive control results under the rules herein.
A 4-day team AUTO-SUSPENSION as of the acknowledgement of the third positive test result. Self-suspension will begin on the first day of the next World Tour race calendar, even if it’s a Grand Tour.

French version: "AUTO-SUSPENSION de l’équipe de 4 semaines dès la connaissance du 3 ème contrôle" ....so probably there is a 4 week auto suspension for the 3rd ADRV within 24 months, and MPCC needs a proper translator.

well, who knows, Kreuzi's case brought the fall of Bjarne "Mr. 60%" Rijs, so we can only hope this is part of an offensive against certain Mr. Makarov

I don't think so, Makarov controlls way too many votes in the UCI, he's not just a guy like Riis or Vino.
