Incompetent, corrupt, or crafty?

Another fine example of the UCI's fight against doping...

If they haven't even informed the Spanish Federation yet, something fishy's going on. Or is it? Maybe they're just useless.

Or are they crafty? Did the leaking of AC's clen positive interupt some behind-the-scenes deal making? With this release from the Spanish, will it force the UCI to disclose more of their internal goings-on?

Any Spanish out there know the niceties of this?

I think UCI are trying to work out how someone actully managed to test positive when they did everything they could to avoid testing suspect cases.

Completely agree. I think AC just messed up drawing his blood before the clen was totally cleared, and that little mistake brought down the wrath. He certainly wasn't going to get popped for a blood infraction via the UCI.
