I wonder if USADA will look into it or one successful doping case prosecuted is enough to make them glow for the rest of the decade.

USADA was only interested in hammering 1 guy. They nailed him. Career highlight for them. Now they just want to hammer the Grand Fondo Dopers:D

I read the Velonews piece. They USA cycling. Sounded a lot like an organized crime family. Sad what they did back then.

While I understand how you made the mistake regarding the way the system works, a NADO like USADA has almost no authority to sanction dopers.

When sanctions are opened, they are opened by the anti-doping authority. In the case of the gran fondo dopers, that is the organizer doing the right thing. When the anti-doping authority opens the case, a NADO then applies the rules of the sport. NADO's primary responsibility are to act at the direction of sports federations and race organizers.

Back then is today. Nothing has changed. USAC has been permitting doping programs since Eddie B. After Eddie, Chris Carmichael. After that, Thom Wiesel at Park City National Championships. Thom's still permitting the doping. As long as they or the UCI are the anti-doping authority, it's "never tested positive."
