the reason for that that as GC , at max he will need to compete all stages to get to 15 place , which doesn't get you a lot of revenue (no prices, no GC points)
the problem this year is that it is expected that UAE will take all/most ITT+mountain stages, so if excluding sprinter stages (IPT has no chance there) , it leaves only about 5 hilly stages to compete (if break is let go, which we sow in Giro was hard). also every one knows G, so nobody wants him in break, unless he will work double, or he will be part of a strong/large break (in last stages).
