Italian Federation lifts selection ban on dopers

Is there a rule that the associations must select on sporting grounds alone? Never understood why they can't just have a recommended policy of not selecting drugs cheats so as to maintain the image of the federation.

Would that be seen as non compliant with the WADA code (unless it was done unofficially)? .
