I think the other top sprinters are currently duking it out in the Renewi race, we should bring them over into the Vuelta!

(Cause at the Vuelta even a rider with some muscle can sport the polka dots for a day.)
Last year a tiny bodybuilder took the polka dots home.
I don't think Groves has the pure speed to match Milan, Philipsen, Merlier etc in a proper dragrace, the way he beat Van Aert. But i do feel somehow he could be winning a lot more races with a better schedule.
 
A real Vuelta specialist, 6 of his 18 career wins have come in the Spanish Grand Tour. But according to the below article in the main page, he is thinking about a schedule change for next year.


I can only see Groves riding the Tour with Philipsen if Van der Poel skips the Tour and goes to the Vuelta instead, but I don't think Philipsen would enjoy losing his main leadout man.
