I know as much as you. I posted my opinion. You like to try and take it apart for your own personal bias.
USADA/Feds could've accepted the up to 2006/7 admissions to get their target. Doesn't mean riders stopped doping.
6. I understand that a requirement of my cooperation with USADA is that I provide USADA truthful and complete information concerning my involvement in doping and the involvement in anti-doping rule violations of all others that I am aware.
7. I am aware that should I fail to provide truthful information to USADA that I may lose any and all benefits of my cooperation with USADA.

I do nit pick your posts - because they are usually void of facts or correct info. I do so on posts that qualify for clarification or attribution regardless who they are, if you feel that you are being chased then its because your posts qualify more than most.

He was already reluctant in 2007, JB eventually ran a program but it may have been left to the riders once they jumped over to Astana.78:
In April 2007 at the Tour of Georgia I asked John Bruyneel whether the team was going to organise a blood doping program for the 2007 Tour de France. Johan responded, "you're a Pro, you should do it on your own". I told Johan however, that it was too stressful and without team assistance I would not be using blood at the 2007 Tour. Johan seemed upset by my response.

His 2008 results (as pointed out by hrotha) also make it seem implausible that he stopped doping in 2007. 2nd in the 2008 Vuelta (his best GT result) ahead of the likes of Mosquera, Valverde, Bruseghin, etc and just 46 seconds behind an almost certainly doped Contador? Very unlikely this was done on bread and water in my opinion.
The above quote only indicates that Leipheimer was reluctant to manage a blood doping program by himself. It doesn't indicate why Leipheimer would suddenly start riding clean altogether. I still haven't seen any clear reason/s why Leipheimer would stop doping in 2007.
