Motives for not bringing out found substance?

A dutch pole vaulter tested positive at a competiton in Germany.
News reach the national federation, press release, no substance mentioned.
Athlete press release, denies, wants to investigate, doesn't mention substance.

Why is this happening? We've seen it in other nations also.

Which motives exist to omit? Or is no motive needed to be as intransparant as allowed?

A while ago I think WADA announced they now had a test for, was it Aicar?

What is the goal of doping tests? To catch cheaters and keep them out of the sport or to scare potential users?

Seems to be that WADA has given up on catching and banning cheaters a long time ago and is is merely about keeping in check the excesses.


Usually, the right strategy is to keep secret you are catching people until enough people are caught, then mass ban them.

Such an argument I could imagine. But I've not seen it being actually valid in specific cases. Even in Contador's case, we heard it was clenbuterol I think?
