38 teams have signed up.
But Sky (along with other dubious teams Saxo-Tinkoff, BMC, RadioShack-Leopard, Euskaltel-Euskadi, Movistar, Cannondale and Omega Pharma-QuickStep) still haven't. Could it have to do with the use of cortico-steroids?

A key feature of the MPCC charter is
increased controls to counter the use of corticoids. He [Legeay] said that the voluntary tests would continue even with the dramatically increased volume of teams. Is the cortisone rule one reason why Sky haven't signed up with MPCC?
Does anybody know of Sky riders with cortisone exemptions? Is the use of TUEs made public somewhere?

Hereare Iwan Spekenbrink (DS of Argos-Shimano) and Herman Ram (president of Dutch ADA) speaking about how TUEs for corticoids have been abused over the past one or two decades. Ram says sometimes teams would line up 9 riders at a GT all with a cortisone exemption.

Of course they are. Igor González de Galdeano is their DS, there's the Astarloza affair, Samu is openly pro-omertà and tested positive already as an amateur and if you go back to review their last 10 years or so they've had plenty of positives or high hematocrits. Plus Losa.
 
I've heard discussion regarding cortisone use and other teams by BC personnel. It goes on and they were pointing the fingers at the French / Belgians.

Would not be surprised if sky used them, aren't their doctors from soccer?

Fact is, in the current top 10 on GC in both P-N and T-A the MPCC-committed teams are totally outnumbered by the non-MPCC teams. And they're far from leading any of them.

Ultimately, Legeay said, the credibility of cycling lies in the hands of its team managers, as they control the culture of their teams, and he supported his thesis by pointing to the three defining doping scandals of the past 15 years – Festina, Operacion Puerto and the Lance Armstrong affair.

“All the scandals – Festina, Puerto and Armstrong – have common denominators. They were uncovered through the police and oral testimony, not through laboratory testing, and each case had a manager and a doctor behind it. That’s the reality. If the managers say it’s finished, it’s finished.

“What is doping? Managers and doctors. The key isn’t anti-doping testing, it’s the managers. I’ve said it to all of the managers, to their faces: ‘You have the power to say no.’

It's sad that this simple truth is still not accepted. Dr. Menuet still has a team. Dave Brailsford can just hire Geert Leinders.

Not signing the charter is just heartbreaking. It's just another confirmation that team Sky does not deliver on their promises. If I was a fan of that team I would be howling. If I was a fan of Wiggins I would demand the management to be sacked as they tarnish my favourite rider.

It's not the press, it's not the clinic (heh). The management of Sky is besmirching their own team.
 
Meh.

You get parked for 2 weeks ala 1999 and you can use cortisol with a TUE but now have to wait more than 2 days to start a race.

Don't really see what the big deal is. Didn't stop Voeckler from flying up mountains, did it?

Sort of. They still talk relatively openly about the foreigners (or, rather, the guys who don't fit in the traditional Fundación Euskadi philosophy) being basically filler which they signed for their points, and saying that the leaders at the important races will still be their dudes.

Probably just a front, but it's there.
