Well it sounds pretty much like what happened in the USA as well, but at least they came up with a lame excuse on this one. Not that that is any better, sure does make the investigators look top notch ;)

is this any different then the armstrong investigation on the US?

well. the whole world currently believes Spanish athletes are doped to the gills and are additionally receiving state's protection.
Whether that image of spain is justified or not is irrelevant. the country has to deal with it.
 
What puzzles me is that these investigations are getting started in the first place, only to drop them later and make things worse from a PR point of view. I didn't believe the whole thing was a political matter back when this started (Marta Domínguez is a member of the right-wing PP party, and the party in the government was the PSOE party), but seeing how the case has been dropped after the PP won the elections...
