It's so that they can match the number of hurdles and the rhythm of the strides. Men are typically taller than women so the hurdles need to be slightly further apart, therefore for the same number of hurdles, a slightly different race length is required.Of all the distance differences between men and women, the 100m vs 110m hurdles makes the least sense to me.
In the 400 it doesn't matter as the hurdles are far enough apart for athletes to get a good sighter.
