Keep in mind, this is Italy not the US. And it's the Giro. There's zero chance the authorities in Italy don't know the one day a team might expect a raid for doping products will be on the rest day. So why bother looking then?
It's possible that they did the reverse psychology deal and figured that would be the day the teams would do their best to avoid having anything in their rooms: everyone talks about refueling on rest days.
Is it possible that, knowing the culture of cycling quite intimately, and realizing that the likelihood of finding doping products is somewhat dimished by the preponderance of rumors about rest day doping, that the NAS decided to pay a visit on a day when no one would expect them?
I would bet in today's peloton, that LAST day you'd actually find anything in a team room would be the rest day. That's not to say they aren't refueling, but possibly elsewhere away from the most obvious place.
Not trying to go all conspiracy theorist here. Definitely not wearing my tinfoil hat, but I honestly wouldn't waste my time looking for PED's on the rest day.
