Tilford is anti doping end off. Who wasn't a buddy of Armstrong's at some point? even Walsh liked the guy.

As an analog consider the addict just thru rehab but not really committed: He may be sober but wants to keep ties with certain friends who can supply if/when he needs it ... maybe someday ... don't want to burn any bridges ya know.
