Agreed but remember Northern European 'cheating' is Southern European 'smarts'. Rules and having to follow them are viewed very differently from a cultural perspective.

"Cheating" happens as well in Northern European races, but this happens a lot in the Giro and Vuelta and less in the Tour. Probably because the Tour is a much more international event.
