STW : BS or essential info?

I see that some manufacturers of carbon frames now quote STW in their specs.
I beleive it stands for "Stiffness to weight" and is a measure of BB deflection under load/weight.
Are any of you familiar with the protocol for measuring this parameter, and what does it tell us about a bike frame?
