Eisel is obviously someone that Sky values in this role. His non-selection to the Tour shouldn't be an indictment on his faults but on Sky's depth as a team and potentially of their desire to have him available to aid the less experienced Henao and Uran in their efforts at the Vuelta. His role was the equal of Rogers in last year's Tour with his expertise used of course on the flat lands. The guy has been racing professionally for upwards of 13 years and every attribute that you mentioned is one that he likely has.
