There comes a time when everyone faces the choice between racing with (illegal) anti-aging drugs and quietly going out to pasture.

bolded would not even cross the mind of masters racers. 99.9% of masters racers will choose the latter.
We are talking about an extreme minority in this thread who would dabble in PEDs of any description.
I don't think doping of any description other than maybe an extra cup of coffee or huff in a salbutamol inhaler crosses the mind of the overwhelming majority of older folk who want to participate in healthy competition. If they weren't riding their bikes they would be getting fat and have much worse health. They keep racing for their health and the social benefits.
Even hanging on the back - as long as they are not a danger to themselves or others so what? Just hanging on the back can be a big effort if you are 70 trying to hold 50 year olds. You can't replicate this on a solo or group ride. Who are we to deny them because we are younger and think they should just stop?
My father was racing until in his late 70s (he first raced when he was maybe 18). In his latter years he raced at a club with grades with similar aged guys. He stopped when he realised his eyesight became a safety issue. None of these guys care about PEDs. Zero.
