Worth to re-boot this conversation after Ashenden's CCN statement on the topic. Could not locate the original thread, any mod feel free to add to the original wherever it is. There will be good content there already.

A brave public position to take. Well done Ashenden for your leadership in putting this out there, despite the criticisms that will come your way personally and with regard to the proposal. It's stimulating the debate for the better that counts!
Re content, to kick start discussion:
In view of the red tape implications of a total amnesty, a 6 month sympathetic ban may be a more pragmatic solution.
Leadership of a T&R would also be critical, ie how the riders, teams and media would see this person/organization.
In terms of time and commitment required, whilst enormous, it has the potential to declare an end to organized systemic doping in sport, so is worth it. Or has it?
