The UCI outlined six deadlines in 2010 for teams requesting a License in 2011.

1. An optional letter to the UCI indicating that a team is interested in becoming professional is due by the end of July.

The UCI Management Committee has tried to define the regulations for participation in the 2011 ! UCI World Calendar events for the UCI ProTeams. Organisers of Monument events. The UCI sincerely ultimately rejected that principle of the automatic participation of UCI ProTeams in their events..

2. A model of the bank guarantee and a model of the rider and staff contracts are due on August 1.

3. The period to sign riders will be between August 1 and October 20, whereby the points of each rider will decide the team ranking.

The rider values will be calculated on the basis of the UCI World Ranking, Continental Rankings, U23 Ranking, podium places in Grand Tours and victories in the most important events (World Calendar, HC Class, Classes 1 and 2, Continental Championships, National Championships and World Championships).

4. All teams must send an official request for inscription for either ProTour or Professional Continental by August 15.

In terms of the registration schedule, on 20 November each year the UCI will announce the list of teams to which UCI ProTour licences will be awarded. The list of teams registered in the second division will also be announced on this date. If these lists leave some team places left to be announced, the names of the final teams to be awarded licences will be published in definitive lists on 10 December. Wild card status will no longer exist.

5. Payment of the registration fee is due on September 1.

6. All documents including the original bank guarantee, sponsor contracts, rider and staff contracts and budget compensation are due on October 1.

Sept. 29 | 'Caja Rural ops for Pro-Conti'

.
[Caja Rural] has presented it's documentation for a UCI-Professional Continental status. All required documentation, including contracts and endorsement for 10 riders (min required) for PCT has been submitted.
"A continental team does not make much sense anymore". The Tour of Spain will be their greatest wish, and it will reinforce the team, that will contain at least 20 riders, as has been told to [BICICICLISMO]

Alarming Nationalism

Sept 29, 2010 | UCI supports 6 month license suspension and no renewal for the next year, as well as exclusion from big National events, for those riders who withdraw from national selections and do not have a reasonable excuse, or do not comply with calls from the federation to integrate in the national teams for international events.

Well, Well, Well and this as a result of the late withdrawl from Leonardo Duque.

UCI code to obtain a license

.
There are 4 principal criteria that the UCI will evaluate before even being considered for a ProTeam license: Financial, Administrative, Ethical and Sporting.
So that makes a couple of teams ineligible due to the situation they're in cause of to the latest revelations.

Just do a little survey, I think these are the current UCI ProTeams licenses:

Astana 2010
Caisse d'Epargne 2010
Euskaltel-Euskadi 2010
FDJ 2010
Footon Servetto-2010-Fuji
Liquigas-Cannondale 2010
HTC-Columbia 2010
Milram 2010

Katyusha 2011
Omega Pharma-Lotto 2011
Quick Step 2011
Saxo Bank - Sunguard 2011

AG2R-La Mondiale 2012
Garmin-Cervélo 2012
Rabobank 2012

Lampre-ISD 2013
RadioShack 2013
Sky 2013

Milram is only really gone as a team, Footon to become Geox-TMC and Caisse becomes Movistar.

Possible new applications ProTeam License 2011:

Team Colombia (es Passion / Orgullo / EPM-UNE )
Letzebuerg team Schleck (Mercedes / Andersen / Nygaard)
BMC
Vacansoleil
Cofidis
team-Bernaudeau (successor Bbox)
Fly V

Now that it is October 1st, I suppose that Bernaudeau has not found a successor for Bbox? I haven't read anything definitive about that. Will the team fold? Or is it possible that they continue on a smaller budget?

Since the deadline has passed, quite possibly Team Luxembourg will start announcing riders and sponsors? :)

Story on Cyclingnews today saying that BMC are very confident of getting a protour license and that they are a much more stable setup than Cervelo.

Given that Cervelo are ceasing to exist, it's not that difficult.

Means that the qualification per ranking system has officially been scrapped.
If BMC gets a license then which "big-name" is gonna miss out(7 current Pro-Tour teams + BMC&Schlecks gunning for 8 spots)? Is Astana financially stable now?

Africa has doubled its races.

SRAM Tour of the Gila 2.2, Tour of Utah 2.1 and The Quiznos Challenge 2.1 new on the calendar.

Great to have the Vuelta ciclista de Chile back.

Does this mean Levi is allowed full RadioShack support to get him his one win of the season?

Nice to see the ToU as a 2.1

Geox, FdJ and maybe even Euskaltel could face the cut. I think both Schlecks (although they still haven't announced much) and BMC will get a PT license.

I think BMC and schleck team will get license while I believe FDJ will be the unlucky pro tour team to miss out(but they will make tour de france and other races through invite anyway) if BMC get license and cuddles only rides le tour then they will have weak teams for other GT's, especially giro as it clashes with Tour of california. one of their home tours

WTF: UCI wants to regulate rider agents

Agents must pass exam, be certified by their national federation

The International Cycling Union (UCI) has taken measures to alter the way in which the sport operates in a number of other areas with proposals introduced at its Management Committee, held last in Geelong.

The UCI ProTour Council (UPTC) agreed to a set of resolutions with the aim of regulating the currently complex and often murky world of rider agents.

"In 2011 agents will sit for exams, after which they will receive a UCI riders' agent certificate, valid for four years," read a UCI press release.

"Those wishing to practise this profession must then obtain a riders' agent licence from their National Federation. This request can only be made by people certified by the UCI. From January 1, 2012, all riders' agents must meet these new requirements. The UCI will publish the list of approved agents on its website."

"However, the aim is to ensure that we have people acting in a more professional way = equal to corruption isn't it Mr. Mc Quaid ?

There are more and more agents running around so we need to have knowledge of who is doing what and how they're operating.

One element that McQuaid hasn't solidified is whether agents would need to disclose their fees when submitting for a license. For example, how much did agent X receive for seeing one of his talents move from team A to team B?
Who exactly paid him and where did the money go to ? = equal to corruption again isn't it Mr. Mc Quaid ?

$$$$$$$$$$$$$$$$$ they can't get enough of it in their private pockets at these institutions :(

other than evans, BMC are a very very poor team and shouldnt get a PT license - but i wouldnt bet on this

BMC has enough for the pro-tour I think... unless you think each team should be able to field a real GC or sprint threat in all 3 GT's.

With Van Avermaet, they've added a sprint threat and another classics rider. Quinziato adds to the classics as well. Santaromita, Moinard and Tschopp give a bit more mountain help then Cadel had this past year. Eijssen and Phinney are nice young talents.

Really, the only thing I see BMC really needing to have a "complete" team would be a second GT threat, and maybe another solid sprinter. Cadel can lead in one of the two March races (T-A/P-N), the Ardennes classics one tour build up (D-L/TDS), the Tour and then perhaps Lombardia. Maybe throw in a Vuelta attempt as well and Pais Vasco to lead up to the Ardennes... but that's about it. What they could use is a GC guy to ride the other March race (T-A/P-N), Catalunya, Romandie, the other Tour prep (D-L/TDS) and the Giro/Vuelta combo (or if Cadel rides the Vuelta, then Giro/Tour support).

But while they are missing that... they are still probably more complete then many pro-tour teams. Many don't even seem to pretend to carry a legitimate northern classics squad, and few have two legitimate GT threats.

They will probably give Steve Moriabito leadership in some one week races and perhaps Mathias Frank as well. They are probably not going to win much though.
