Updated Forum Rules and Posting Guidelines

There's an updated set of forum rules and posting guidelines posted that everyone should probably take a look at.

We've been working on these as a team for the past couple weeks and hope it covers what the forum needs now and in the future.

They're posted at the top of every forum, subforum and thread and the old ones removed.
