He could've claimed to have "intended to dope" but not actually done so as Basso did, but he knew that his case was, as Alpe put it "much more complex" and thus it was better to simply deny and let the courts decide.
I believe the Italians wanted their ounce of Spanish flesh as retribution for Basso's having to serve his suspension and Valverde was equal in stature to Basso, had raced a Tour stage in Italy where his blood was drawn and was thus a very convenient target. Unfortunately for CONI, the Spanish courts for the most part protect their own, unlike the Italians who eat their's (Pantani) and Valverde continues to ride (to my extreme pleasure).
