Uhhh... no. Take a look at the riders finishing on the podium at the U23 TT championships, most of them are now decent to excellent time trialists at pro level. At junior level, it's really too early to tell.
Some are, some aren't (Bespalov? Scheuneman?). But it's a much better indicator than the juniors (Scheuneman, again. What happened to that kid?).
