I'm not sure how seriously the poll is meant, but clearly, doping issue aside, a French winner of the Tour again would be great for the sport, as well as a South American or African winner.

The old unrepentant riders should retire, contador, valverde, scarponi, basso etc.

more tv channels should stop broadcasting, newspapers should boycot pressconferences.
all that, until testing is in the hands of an independent anti-doping body.

also good for cycling: david walsh and race radio jumping off the sky bandwagon and getting back to their old business of being critical observers.

I think pro-cycling should merge with pro-wrestling. It could be a combined effort of mountain stages and a wrestling match upon arrival. Think of baby Schleck against the Hulk or similar. Fantastic spectacle. The two sports are becoming so similar in many respects anyway.
