It's worth noting that only two riders in history have been a World Champion on the track and been top 5 at the Tour - Bradley Wiggins and Fausto Coppi. The only other WC to make the top 10 was Moser.

Roger Rivière was a track world champion in '57, '58 and '59. He finished 4th in the 1959 Tour de France.

Ferdinand Bracke was a track world champion in '64 and '69. He finished 3rd in the 1968 Tour de France.

There are probably more that managed a top 10 finish.

Wiggo for sure. All of the others have won/podiumed GTs, so on some level they have come through.

Wiggins is just a name being used by Team Sky at the moment as they are starting out. 'Cos they are a Pommie team they need a Pommie name to help the marketing along!!
