World Champs qualification

I never understand why Oceania select 1 cyclist during Oceania champs and Europe 1 cyclist.
In Oceania champs only 2 country AUS and NZL (one year we saw some FIJI riders). Why UCI don't select more riders for Europe ?
That do you think about this rule ?

I may be wrong, but I understand that all the other Continental Champs,Oceania,Asian,Pan-American etc have NO age restriction,whereas the Europeans are restricted to Under-23's,I believe this anomaly should be addressed as well as increasing the European quota,even if it means all qualifiers are in the under-23 category.However i do not hold out much hope,as the UCI determine this month whether or not to limit each country to ONE participant only in individual disciplines in the Olympics,ie 1 rider per country in the sprint/keirin etc.
IMO this will reduce the quality of the field dramatically in what is supposed to be the pinnacle of the sport.

The european champs U23 rule is being reported to be dropped for the upcomming European champs.
