Would blood doping work this way?

I have read that being dehydrated leads to am elevated hematocrit. Say if one was to induce this on purpose, and store blood and infuse it later, could they get a performance increase without having to dose EPO or do altitude training?

Afair, the level is increased due to the lower amount of total blood volume, as dehydration decreases performance, it would not inmprove performance as the total amount of EPO in your syster would be the same as when your hydrated.
