Look at all the different cycling discipline WCs that UAE (the state) is hosting for the UCI now and over the next few years. I'm sure the UCI gets payed really well for the right to host them and you can hide some other payments in there pretty easy...

Tbf, Contador did some ass training focussed only on intensity and often faded later on the stage after lighting it up early (that Galibier stage that Roglic won from the breakaway, for example).
