Vauquelin only lost 10s to Pedersen last year, Bettiol was 12s behind in 2022. So I'd guess they can come close again, but winning by enough of a gap to take the gc... yeah, most likely not.

I don't think Segaert is in good form. He had exams 10 days ago. So I don't expect anything special honestly. If I timed correctly he was already down 7 sec on Thomas after 2 minutes of riding.

Watching TTs without any intermediate times is horrible.

Yeah, I think under normal circumstances Pedersen wins the ITT relatively comfortable. I only really see Bettiol on a super day being able to threaten him - and probably only if Pedersen himself is on a not so good day. In that case perhaps Vauquelin could challenge for the win as well if he has improved a bit since last year.
