Why, it's still going to be 25% of the fastest time. If the fastest time is pretty slow, then the 25% cutoff is going to be huuuuge, so they have lots of room.
The slower the best time is the better for the worst tt-ists

It would be bad tho if Wiggins for example suddenly rides 52km/h. Then everyone is screwed
