It's Spain... What are you expecting?? In France it was the same thing, TV and commissaires work are a bit biassed for TT.
Edited: Castroviejo 13" over Lampaert on 12.5km mark, it seems to me that he has this in the bag, he always improves on last part...

This reminds of the 2012 Giro where Pinotti was cycling about 10m behind a motorbike for the entire time trial.
Unless Castro wins this by a huge margin I think 2nd place just got robbed of a stage win.
