As with Martinez in the Tour: that is the maximum in the rules unless they disqualify him. A daft rule, but not the fault of the race commissars.

Edit: I wrote that before seeing the clip subsequently added. In the light of that, I'd say it is the fault of the commissars in this race, because if 20 seconds is not a penalty to act as a strong disincentive (is 20 seconds ever?) or making up for advantage illegally gained and a lot more, then the intention of the legislators would surely be to DQ.

But not their fault that they gave 20 seconds rather than 30.

They should review the regulations.

What Lenny did in the Tour was outrageous.

There are also sprinters who benefit. In those cases, I wouldn't give them the stage win if they win it after rejoining the peloton.

Absolutely. They clearly instructed him to go ahead of the car, and he dropped in behind it again.

If the legislators do not allow a fine of more than 20 seconds, presumably they do not expect any advantage gained without disqualification to be more than about 5 seconds.
