Sobrero can also win a stage if he gets into the break - As it stands the Jayco team only has Groenewegen who can definitely win a stage - Yates would need to drop out of GC to win a stage - You have missed the bigger picture which is that Sobrero was down to ride the Giro but when the team had injuries in April, they asked Sobrero to lead at the Ardennes and he rode nearly every race in April. The team switched him to the TDF once they realised Hamilton would be unfit because he was in Australia for over a month visititing his dying Dad - Sobrero was the Hamilton replacement for the TDF but it seems once Jayco found out he was leaving the the team he was suddenly out of the TDF squad. Finally, the only mountain type support rider Yates has is Harper.

The WT field is okay given the spot on the calendar, IMO, although it's still stupid that Bora aren't here.
What @search said, many are racing Sibiu and a few even Quinghai Lake (that one takes some time to get used to the altitude before the race) and they weren't able to really bank on this race after it didn't happen for 3 years in a row...
a bit late, but Denk was asked the same question in a German podcast yesterday, and he basically confirmed exactly that:

"We would have liked to take part in the Tour of Austria as well the past couple of years, but it always was cancelled - so we weren't sure if it would take place this year either. I'm happy to see that they managed to get it organized again this year. Meanwhile, we built up a good friendly contact with the organizers of the Sibiu Tour as well, though, which we always did during the Tour de France the past couple of years. And when they asked us to participate back in January, the Tour of Austria was still uncertain to take place. This is why we immediately agreed to our friends in Romania that we would like to come again. Sibiu is a nice race, which offers chances for sprinters as well as climbers, and is perfect to develop young riders. And we also have won it the past couple of years. This is why we didn't go to Austria - but who knows what happens next year."
