And you also need to specify. Normally you see riders getting help to be brought back to the convoy, which usually is tolerated. In this case, the Lotto car is the only one in the picture, so the DS must have passed (and dropped) the whole bunch of other cars with de Lie in his slipstream.

He likely wasn't even allowed to get that far up the road (no other cars visible, which indicates that they weren't allowed to pass the dropped groups yet), let alone with a drafting rider
