No idea, he was a somewhat capable TTer in the junior and u23 ranks. Always seems to be horrible in short, technical opening TTs. Maybe the triathlon background related lack of bike handling skills?

The mixed relay at the EC in Trento a few years ago (if that counts), I remember seeing him train on his TT bike for that one while I was on a training ride.
