Heard of a couple of italian pro cyclists who dont mind a cigarette in the off season.

In the short term cigarettes can't do much harm. I can't imagine cyclists being chain smokers though, it's just not practical. Not only in the race, but also before and after.

It's also not very professional.

I recall A cat 1 rider that often had a smoke on his lip at the call up to Crits. I think his name was Bob Brodeur. I don't know if it was a psychological weapon but it unnerved me. Not that I ever raced Cat 1.

Back in the day, some six-day specialists smoked in the
off-season to prepare themselves for competing in the
smoke-filled arenas of the time.
Nowadays, a number of athletes smoke a little as it is
well known to curb the appetite, thus it is a good way to
keep your weight down without drugs.
 
Back in Gino Bartali's day the Italian champion religiously smoked "half a cigarette" before each stage, believing at the time that such opened up the lungs.

Bartali after his retirement went on to become a chain smoker.

I see a packet of Malboro lying beneath him. That means he isn't addicted, it's way to expensive for addicted smokers.

In McEwan's book, he mentions that Wim Vansevenant liked a smoke on the Rest Day during the TdF in 2008. Maybe that helped him win the Lantern Rouge that year.
