If you read the results of retesting of the samples from 1999 you will see that Armstrong was one of the few riders to test positive throughout the Tour. They also tested the 1998 samples and there was a significant difference in number of positives. There was also a drop in number of riders over 410 watts

I am not dodging the question, I answered your question and showed how you were wrong.

The fact is the retro testing showed that more riders used EPO in 1998 then 1999 Considering entire teams left the Tour in 1998 due to the Police action the real ratio would be higher . Close to 50% of the positives for 1999 were from Lance, 6 out of 13. The only reason why we know they were Lance's samples was because Armstrong gave the UCI approval to release his testing forms
