It is a small chip/gps so they know where the riders are and in which order they cross the finish line. It is also used for the gps-time shown in the upper left corner of the screen.

It would be nice if we could get some tighter standings in real time if this is the case.

Must get strange though when riders switch bikes.

That is a transponder used incase the Judges fall asleep or loose count they only have 10 fingers and ten toes so they are lost if they have more than 20 riders.
Like a race last week > So fast was the pace the judges were still in the pub having lunch.
