Sky and BC have "people" on the UCI Board. (Much easier than a donation).

The UCI representative members are all listed on the UCI website.

When the ASO and other organisers looked to break away from the UCI a few years ago in response to the UCI's corruption, their demands that dopers be allowed to ride the Tour and their attempts to take over the TV rights to the major races, Brian Cookson and BC sided with the UCI to help them stop this change happening.

Given the above, I would guess that Cookson and co would be first and foremost 'good company men' with an eye on their own positions, so it is probably a waste of time to expect them to be an agent of change.
