Question Campag eurus 10 speed hub

Hello all.

I have a campag eurus 10speed hub wheelset. Aluminium. I absolutely love them!!

I have 2 questions.

Can I change/upgrade the hub to 11 or 12 speed one and still use the wheels?

And....

Can I jump to a 28c tyre? Currently 23c. The internal diameter is 17mm and external is 21mm.
I'm pretty sure I read that you could, but I've had bike techs wag their finger at me and mention 'ballooning'.
