I also read somewhere that Tony Martin won the TT at the worlds using an illegal amount of aerodynamic saliva. He's been using that stuff for quite some time now.
 
Bavarianrider has a point, but I'm with ACF and LaFloricita on this. And I'm sure the 2nd place finisher at the Worlds would not want the title to fall to him just because of this helmet rule.

About the only thing I expect to see come out of this is at the NEXT Worlds they will be paying a little more attention to equipment in general, and maybe a scolding is issued. I'd be surprised at anything more.

Tbh it sounds ridiculous if they only now have realized that Cav wore an illegal helmet. They created dozens of useless rules, so its their responsibility to either clarify what does a certain rule mean or control the rules being carried out before the start.

“The start in Copenhagen was pretty chaotic, so we could not control everything” lol :D

It doesn't say anything about it in the article but I think it's something about whether an item is non-essential or not. If they wear the cover to protect them self against wind/rain it's allowed but if they wear them to gain an aerodynamic advantage it is forbidden. The same rule applies to shoe-covers.

UCI regulations said:
1.3.033 It is forbidden to wear non-essential items of clothing or items designed to influence the perfor-
mances of a rider such as reducing air resistance or modifying the body of the rider (compression,
stretching, support).
Items of clothing or equipment may be considered essential where weather conditions make them
appropriate for the safety or the health of the rider. In this case, the nature and texture of the cloth-
ing or equipment must be clearly and solely justified by the need to protect the rider from bad
weather conditions. Discretion in this respect is left to the race commissaires.
Equipment (helmets, shoes, jerseys, shorts, etc.) worn by the rider may not be adapted to serve any
other purpose apart from that of clothing or safety by the addition or incorporation of mechanical or
electronic systems which are not approved as technical innovations under article 1.3.004.

Another gem about rain capes that imply that for instance Astana's riders never fulfills(they have yellow capes):

Edit:
So since the commissaires allowed Cav to race the worlds with the cover they didn't deem the cover non-essential and thus it wasn't illegal.

He was also wearing a skinsuit (as was Greipel at the TDU) so are they going to outlaw that as well, as that clearly falls into the 'designed to influence the performances of a rider such as reducing air resistance or modifying the body of the rider' category?!?! The phrase 'storm in a teacup' springs to mind... ;)

Sleeveless jerseys shall be forbidden.
However, for downhill and 4-cross mountain bike events, BMX, trials and indoor cycling, specific pro-
visions are laid down in the part of the regulations concerning the discipline in question

So skinsuits are allowed. However it seems that Cippo's Giro-prologue skinsuit was illegal as it extended below the knee...
