It seems to say quite the opposite from the title. I can't see what he was unimpressed by? In fact, it states:

Whether it's a translator's mistake or a piece of not quite fluent writing by someone using their second language, the confusion is most likely due to bad conversion from French. In particular, "il n'est pas impressionné" would be better translated in this context as "he's not bothered" (by the change in rules), i.e. Charteau thinks it's not a big deal.
