Very sure that was a Heli, it's not an untypical shot and as has been pointed out, you could hear the helicopter as well.

Sometimes you can see the heli looming over the peloton, it reminds me of a spooky heli chase scene from the movie Capricorn One. It's actually a very spooky heli chase scene.
