They have Affini and Campenaerts for the flat stuff, and Van Aert, Yates and Jorgenson are not getting cut.

That leaves Kuss or Benoot - and if Benoot is perfoming in Switzerland (paired with the consistently good spring he has had), Kuss will be the odd man out IMO.
Personally I think it will take a lot for them to leave Kuss at home. He's always been there in the decisive moments. And he's not bad, just not in top shape yet.

Kiss shows up in GTs. It’s his MO. He never looks great in the Dauphine.

I get the emotional part, but the Tour is big business.

Also Kuss has been bad almost consistently since his Vuelta win.

Oh man can't wait to watch the highly prestigious womens tour of switzerland after this race is over, I've been carefully avoiding any sort of information or highlights all day in anticipation.

It's not about emotion, it's about the fact that Kuss always shows up when they really need him. And Tulett is a big question mark.
