AFAIK in Italia a prescription is required.

In Turkey you are supposed to have a prescription to get EPO, but they don't ask for it.

Kevser Çiftçi and Tuba Köksal have shown that EPO is sold openly, even if it is illegal, in 127 of the 150 pharmacies they investigated in the capital city.
