My question is a simple one: if Wiggins doesn't "win" the time trial (have a better combined time than Cadel) can he still win the tour or is beating Cadel in the time trials a necessity?

Let's generalize this: any rider who wants to win the Tour or any stage race needs to put time on his rivals, regardless of he wins the stage or not. Yesterday was a good example.
